Compensation & Career Progression
One of the most attractive features of this role is its structured, guaranteed pay scale under the AFSCME Bargaining Union. Covered by a collective bargaining agreement, salary increases are automatic — not merit-dependent — providing predictable take-home pay growth over your first three years.
| Stage | Hourly Rate | Approx. Annual Salary |
|---|---|---|
| New Hire (Collector I) | $24.77/hr | ~$51,521/yr |
| At 1 Year (Collector I) | $27.40/hr | ~$56,992/yr |
| At 2 Years (Auto-Advance to Collector II) | $29.96/hr | ~$62,317/yr |
| At 3 Years (Collector II) | $31.58/hr | ~$65,686/yr |
Annual salary figures above are calculated at 40 hours/week, 52 weeks. Overtime pay opportunities may increase your total earnings. After federal income tax, Social Security tax, Medicare tax, and Iowa state income tax deductions, your net take-home pay will vary. The City also offers a 457(b) deferred compensation employer match program — a strong supplement to IPERS for long-term retirement planning and wealth building.
Premier City Benefits Package
Employer-Sponsored Health Insurance
Employees receive top-tier employer-sponsored health insurance, with the City covering 90% of premiums for participating providers — you pay just 10%. This medical co-insurance, valued well above the national average for health insurance worth $8,000–$15,000 annually, is one of the most competitive public-sector benefits packages in Iowa. The plan extends to family health insurance and dependent health insurance coverage, with flexible spending accounts (FSAs) for health care and dependent care expenses. Workers’ compensation insurance is also provided as required by Iowa law, protecting employees in the event of a work-related injury.
IPERS Retirement System
All City employees are enrolled in IPERS (Iowa Public Employees’ Retirement System), Iowa’s defined-benefit public pension plan. The City contributes 9.44% and the employee contributes 6.29% of wages. Combined with the 457(b) employer match, this creates a powerful dual-track approach to retirement planning. While this role does not include a traditional 401(k), IPERS functions similarly as a guaranteed income benefit in retirement — and the 457(b) plan offers tax-advantaged savings comparable to a Roth IRA or index fund-based strategy for long-term net worth and wealth building.
Additional Benefits
- Paid Time Off (PTO): Generous accrual from day one
- Schedule: Monday–Friday, 6:30 AM–2:30 PM — afternoons free
- Public Service Loan Forgiveness (PSLF): Qualifying full-time government employment; remaining Direct Loan balances forgiven after 120 qualifying payments — significant long-term financial relief
- Per diem allowances and transportation allowance may apply for qualifying scenarios per union agreement
- Liability insurance coverage for City vehicle operation
Core Responsibilities
Collection & Route Operations

- Collect garbage, yard waste, and recyclables separately per route
- Tag and record unacceptable or non-compliant waste items
- Transport loads to landfill, compost site, recycling facility, or transfer station
- Collect litter receptacles in Downtown Cedar Rapids on a rotating schedule
Heavy Equipment Operation & Vehicle Maintenance
Heavy Equipment Operators in this role work with hydraulic loading and unloading mechanisms on collection trucks. A valid Iowa Commercial Driver’s License (CDL) — Class B with air brake endorsements and a valid Medical Examiner’s Certificate are required. Equivalent experience and training combinations are accepted. Drivers must conduct daily ‘circle check’ pre-trip inspections, monitor fluid levels, keep trucks clean, and ensure all equipment is serviceable before and after each shift.
OSHA Safety Compliance
Strict adherence to all OSHA (Occupational Safety and Health Administration) regulations is mandatory. This includes wearing all designated personal protective equipment (PPE), following City and Department safety practices, and maintaining a zero-incident work environment. OSHA certifications relevant to heavy vehicle operation and waste handling are valuable additions to your profile. Workers in this sector are also encouraged to pursue NCCER certifications in equipment operation as a pathway to advancement.
Community Interaction & Public Relations
You are the public face of Cedar Rapids’ waste and recycling program, interacting directly with residential customers on daily routes. Professional, courteous conduct is essential. Your work directly supports Cedar Rapids’ sustainability goals and community pride.

- Reliability: Consistent 6:30 AM start time; regular attendance is non-negotiable
- Independent Judgment: Ability to exercise independent judgment in executing prescribed daily routes
- English Language Proficiency: Sufficient to read route instructions, safety signage, and communicate with supervisors and the public. ESL classes are widely available in Cedar Rapids for those who need additional support
Applicants from abroad who have completed vocational training or heavy equipment operator programs overseas may benefit from credential evaluation services such as World Education Services (WES) or Educational Credential Evaluators (ECE) to have their qualifications assessed against U.S. standards.
Your Financial Picture: Cost of Living & Long-Term Stability
Cedar Rapids offers a significantly lower cost of living USA compared to coastal cities. Your take-home pay after federal income tax, Social Security tax, Medicare tax, and Iowa state income tax will comfortably support a quality lifestyle in the region.
Combined IPERS contributions and the 457(b) plan — essentially a public-sector equivalent to a 401(k) — provide a clear framework for long-term financial security. Employees who leverage both programs alongside disciplined personal savings (such as index funds or a Roth IRA through a personal brokerage) are well-positioned to build net worth over a 20–30-year career with the City.
